Minutes of the Board of Directors - September 3, 2003 (updated 9/9/03)

President Dwight Clark called the meeting to order at 7:00 P.M. Present were Board members Rebecca Kane, Joseph Morris, Derek Drummie, and Elizabeth VanderPutten.

TREASURER'S REPORT

Net cash available at the end of July was $609,742.00;  

For year to date operations, through the end of July:  

  • total income was $481,161, which is under budget by $770;
  • total operating expenses were $379,008, which is under budget by $17,232;
  • capital expenditures were $156,125.

Certificates of deposit activity during July was as follows:  

  • Bluebonnet 3 month CD was redeemed in June. Check in the amount of $54,796.86 received, forwarded to financial manager, and has been reflected on July statement.
  • New South Federal- 3 month CD rolled over on 7/20/03 . Rollover balance was $45,899.77. New maturity date is 10/20/03 . Rate/yield are 1.39%/1.40% respectively.
  • New South Federal- 6 month CD rolled over on 7/21/03 . Rollover balance was$58,033.21. New maturity date is 1/21/04 . Rate/yield are 1.44%/1.45%
  • respectively.
  • Capital One- 3 year CD rolled over on 7/28/03 . Rollover balance was $62,059.63.New maturity date is 7/28/06 . Rate/yield are 2.96%/3.00% respectively.

ACTION ITEMS 

Security Report

The manager had prepared an item by item response to the Security Report. The Board approved in principle each of the manager's responses and asked that they be implemented over the next 30 days. The Board requested a detailed report from the manager about the status of each of his actions by the next Board meeting.

Fencing

The Board asked that the manager get bids for 1) just the Sunderland side and 2) for the full range of fencing. The Board also asked the manager to make sure to the extent possible that there is a short term closing of any gaps in the fence.

The board did express the need to preserve the rose bushes when the new fence is installed.

Kozy Korner Issue

The Kozy Korner restaurant at 20th and N streets has requested approval from the D.C. Alcohol Beverage Commission (ABC) to operate continuously from 7 am Fridays to 10 pm Sundays. Our neighborhood ANC, at their July 9, 2003 meeting, voted to protest what they term an "ABC Substantial Change" application by Kozy Korner. The Board recognizes that while some might on occasion find handy the availability of a 24-hour restaurant next door, many would see this as a nuisance and potential problem.

The Board discussed whether the Board has the responsibility or authority to represent the Lauren to the DC government or general community organizations.

  • The Board agreed that individuals should definitely get involved and recommended that individuals attend ANC and ABC meetings. Notices of relevant neighborhood meetings and dates are posted on the bulletin board and Lauren web site.

  • The Board will draft a memo to the ANC and ABC stating that although we do not know the majority view of the owners, the Board does not believe that granting the application would not be in the best interest of the owners and residents of the Lauren.

REVIEW STATUS AND DISCUSSION ITEMS

Admission Policy  

The Board agreed to reconsider the admissions policies.  Current policy allows anyone free access the building during the day. This policy was adopted when the Lauren had a significant number of businesses and before the current concerns with security.  At the next Board meeting the Board will vote on a resolution to require controlled admission to the building 24 hours a day.  Comments prior to the meeting are encouraged and may be left at the front desk for the board or emailed to board@lauren.org  

HVAC  

The Board postponed discussion of the report because they had only received it the day of the meeting.

Next Meeting

The next meeting is scheduled for October 16 at 7 pm.
