Below is a summary of the actions taken by the Dupont Circle Advisory Neighborhood Commission (ANC 2B) at the December 11, 2002, Regular Meeting. December 11, 2002 - Regular Meeting

-- General Announcements:  The following general announcements were made at the December meeting.  (1) The Chair invited those who were elected to ANC 2B during November General Election to introduce themselves to the audience.  Those present who were newly elected were: Rob Halligan, 2B01; Bob Meehan, 2B03; Darren Bowie, 2B04; Major Giese, 2B08; and Ramon Estrada, 2B09.  Re-elected were: Chair Vince Micone, 2B02, and Irv Morgan, 2B07.  Also elected were Carol Mitten, 2B05, and Stuart Dwyer, 2B06.  (2) Several members of the audience offered thanks for the work of the departing Commissioners.  Scoop presented a special gift to all departing Commissioners.  (3) Clark Ray, the Ward 2 Services Coordinator, announced that he was back on duty.  He noted he had left the government to work on the Mayor's reelection campaign. (4) The Chair announced that he and neighborhood representatives had reached an agreement with Azul, 1753 Connecticut Ave., NW.  ANC 2B had opposed Azul's application for a new ABC license pending a voluntary agreement.  

-- Public Safety Issues:  Lt. Frank Hill, Metropolitan Police Department - PSA 308, reported that crime was down fifteen percent from this time last year.  The number of violent crime had an even larger decrease.  Lt. Hill urged everyone to be diligent in their neighborhoods by reporting any suspicious behavior to the police, particularly during the Holiday Season.

-- ABC Renewal Applications:  ANC 2B considered renewal applications for ABC licenses with December renewal anniversaries.  The applications are listed below by Single Member District.

2B01 - Larry's Lounge, 1840 18th St., NW; Royal Palace, 1805 Connecticut Ave., NW; and Visions, 1929 Florida Ave., NW (located in ANC 1C, adjacent to ANC 2B).

2B02 - The Brickseller, 1523 22nd St., NW; Buffalo Billiards, 1330 19th St., NW; The Fireplace, 2161 P St., NW; Gazuza, 1629 Connecticut Ave., NW; and Mr. P's, 2147 P St., NW.

2B05 - Archibald's/Fast Eddies Billiard, 1520 K St., NW, and JR's Bar and Grill, 1519 17th St., NW.

2B06 - Apex (Badlands), 1415 22nd St., NW; Omega, 2123 Twining Court, NW; and Uni A Sushi Place, 2122 P St., NW.

2B07 - The Big Hunt, 1345 Connecticut Ave., NW; Blackie's House of Beef, 1919 L St., NW; Camelot, 1823 M St., NW; The Hung Jury, 1819 H St., NW; Joanna's 1819 Club, 1819 M St., NW; The Lucky Bar, 1221 Connecticut Ave., NW; Mackey's, 1823 L St., NW; Malaysia Kopitiam, 1827 M St., NW; Sign of the Whale, 1825 M St., NW; Acropolis, 1337 Connecticut Ave., NW; The Bottom Line, 1716 I St., NW; The Improvisation, 1140 Connecticut Ave., NW; Madhatter Restaurant, 1831 M St., NW; Rumors Restaurant, 1900 M St., NW; Garage Door/5, 1214 18th St., NW; MCCXXIII, 1223 Connecticut Ave., NW; Ooh La-La Continental Cuisine, 1800 M St., NW; and Ozio, 1835 K St., NW.

ANC 2B considered public testimony on these renewal applications. It was noted that ANC 1C deferred concerns related to the renewal application for Visions to ANC 2B, as the residents primarily affected by this application live in ANC 2B.  Residents noted concerns related to lines, noise, and the use of the summer garden space.  ANC 2B voted to protest the renewal application for Visions subject to the negotiation of a voluntary agreement to address these concerns.  Residents voiced concerns relating to noise and loitering at The Fireplace.  ANC 2B voted to protest the renewal of this application pending the update and revision of the preexisting voluntary agreement.  ANC 2B took no action on the remaining renewal applicants.

-- Commission Administrative Matters, Financial Matters, Commissioner Reports, Old Business, New Business:  The Commission took action on the following administrative matters.  (1) ANC 2B approved the minutes of the October 9, 2002, and November 20, 2002, meetings.  (2) Commissioner Chaplain announced that the stop sign requested for the intersection of 18th and Corcoran Streets had been replaced.  (3) ANC 2B authorized the Chair to respond to the DC Auditor on the audit of ANC 2B's financial records.  (4) ANC 2B approved the financial report for the final quarter of FY 2002.  (5) ANC 2B voted to send a letter in support of rulemaking which would ban non-local heavy truck and bus traffic from 21st St., NW, between Florida and Massachusetts Avenues.
