Below is a summary of the actions taken by the Dupont Circle Advisory Neighborhood Commission (ANC 2B) at the October 9, 2002, Regular Meeting. Please note that this summary does not constitute an official record of the meeting. Contact the Staff Coordinator or appropriate Commissioner for additional information.
 
October 9th, 2002 - Regular Meeting

-- General Announcements:  The following general announcements were made at the October meeting.  (1) The Chair invited those interested in running for election to ANC 2B in November to introduce themselves to the audience. (2) The Chair noted that beginning October 14th and lasting through December 2002, the Department of Transportation will be resurfacing M Street between 16th Street and Connecticut Avenue, NW, and repairing the sidewalk and curbs. (3) Kirk Murray, of the social fraternity Delta Lambda Phi, described plans for the annual "High Heel Race," to be held on the evening of October 29, 2002, on 17th Street, NW.  ANC 2B voted unanimously to support this event.  For more information, visit www.DLP.org/alpha.  (4) Darren Bowie, a Board member of the Dupont Circle Citizens Association, reminded those present that the Dupont Circle House Tour will be Sunday, October 20, 2002, from 12-5 pm.  Tickets are $20 if purchased ahead of time, or $25 the day of the tour.  Call Mr. Bowie at (202) 483-3504 for more information.  (5) The Chair announced that the November ANC monthly meeting will be on the third Wednesday of the month, November 20, 2002, not the second Wednesday as is custom.

-- Public Safety Issues:  Lt. Claus of the U.S. Park Police announced that there were two assaults in the past two months, one involving a knife, at the Dupont Circle Park.  Both incidents involved people who frequent the park.  Operation Gold Coast's first suspect to be sentenced received 17 years in jail.  Operation Gold Coast was a combined effort of the MPD and U.S. Park Police that has resulted in the indictment of 31 suspected narcotics dealers and 85 suspected buyers.   After a question from a resident concerning the recent sniper shootings, Lt. Claus stated that the Park Police and MPD are making it a priority to have a presence in area schoolyards during the morning and afternoon commute.  
 
Regular Agenda

-- Zoning Application by Nicholas Perrius; 1830 S St., NW; Setback Variance to Enclose a Wood Deck and Increase the Living Space:  ANC 2B considered a presentation by the applicant, Nicholas Perrius.  Two neighbors provided testimony in opposition of the application.  ANC 2B declined to support or oppose this matter as insufficient information was provided to make an informed decision.  The neighbors present were encouraged to contact the Board of Zoning Adjustment to seek status in the matter and the applicant was encouraged to attempt to resolve issues of concern with his neighbors.  (2B01)
 
-- Public Space Application by Starwood Urban for Chipotle; 1837 M St., NW; Unenclosed Sidewalk Café:    Randy Sullivan made a presentation on behalf of Chipotle.  He noted that the area of the proposed sidewalk café is already separated due to the architectural design of the sidewalk.  After questions and comment, ANC 2B voted to support the application.  (2B07)

-- New ABC Application by Copperfields; CR; 888 17th St., NW; Restaurant with No Entertainment; Hours - Monday-Friday, 8am - 5 pm:   ANC 2B reconsidered an application submitted by Copperfields (the applicant was not present at the ANC’s prior hearing).  James Warner made a presentation on behalf of the owning family.  There were no significant issues raised.  The establishment is an existing restaurant without an ABC license,  and is located in the commercial business district.  ANC2B voted to withdraw its prior protest and support the application.  (2B07)
 
-- ABC Substantial Change Application by Tequila Grill; CR; 1990 K Street., NW; Sidewalk Café with Seating Capacity of 25:  The applicant was not present.  As the Commission was unable to determine the scope of the café or operations, ANC 2B voted to protest the application.  The applicant will be invited to the November meeting, when the Commission will reconsider the matter.  (2B07)
 
-- Placement of a Clothing Recycling Box near Francis Junior High School:  MaryAnn Dawedeit of The Clothing Recycling Company provided a brief presentation on the success of placing clothing recycling boxes in the neighborhood (one is located on P St., NW, between 21st & 22nd Streets).  Ms. Dawedeit noted that her company would like to place a clothing collection box in the park near Francis Junior High School. Residents close to the school and Commissioners expressed concerns over the proposed placement of the new box, citing the poor lighting and lack of pedestrian traffic at night at the proposed location.   While very supportive of the program in principle and of the addition of the new box in the area, ANC 2B voted to oppose the particular proposed location of the box and suggested alternate locations in the area.  (2B06)
 
-- Proposed Emergency Regulations Promulgated by the Historic Preservation Review Board Regarding the Process to Condemn and Demolish Historic Buildings:  ANC 2B voted to support emergency regulations promulgated by the Historic Preservation Review Board to provide a process to review requests for condemnation and demolition of buildings in historic districts.  These rules were proposed when a historic building, which was owned privately, was granted a demolition permit by the Department of Consumer and Regulatory Affairs without review by the Historic Preservation Office.  
 
-- Commission Administrative Matters, Commissioner Reports, Old Business, New Business, and Public Forum:  The Commission took action on the following administrative matters.  (1) ANC 2B approved the
minutes of the September 18, 2002, meeting.  (2) ANC 2B voted to support an application before the Historic Preservation Review Board to designate the interior of the Heurich Mansion as a landmark.  The exterior of the building has already received such a designation.  ANC 2B is on record supporting the Dupont Circle Conservancy’s efforts to develop the application.  (3) ANC 2B voted to send a letter to the Department of Transportation to request that “stop here at red” signage be placed at the corner of 18th and Corcoran Streets, NW.  This signage was removed during sidewalk repairs and was not replaced.
