ANC 2B  DECEMBER MEETING SUMMARY

Below is a summary of the actions taken by the Dupont Circle Advisory Neighborhood Commission (ANC 2B) at the December 12, 2001, Regular Meeting.  Please note this summary does not constitute an official record of the meeting.  Contact the Executive Director or appropriate Commissioner for additional information.

December 12, 2001 - Regular Meeting

-- Vacancy in Single Member District 2B05 - The petition circulation period for the vacant Commissioner's office in Single Member District 2B05 began on  December 10, 2001.  Candidates will have 21 days to gather signatures.  After that period, there is a 5 working day period for public inspection of the petitions.  If only one candidate is certified, then that individual will be appointed to the vacancy.  If more than one candidate is certified, then an election will be held at the following ANC meeting.  Interested parities are encouraged to contact the DC Board of Elections and Ethics at 727-2525 or visit their website at http://dcboee.org/htmldocs/vacanci.htm and http://dcboee.org/htmldocs/dcmr13.htm for additional information.  Candidates or their representatives may pick up nomination petitions at 441 4th Street, NW, Room 250N.
 
-- General Announcements:  There were no general announcements at the December meeting.

-- Public Safety Issues:  Lt. Clouse (U.S. Park Police) attended the meeting and shared information about a serious, violent assault on a woman in the P Street Beach area of Rock Creek Park.  The assault occurred on December 5th; the victim was found on December 6th.  Individuals with information on this crime are urged to contact the U.S. Park Police on (202) 690-5080.  Lt. Groomes (PSA 309) and Lt. Hill (PSA 308) provided an update on the incidence of crime in the Dupont Circle neighborhood.  It was noted that there had been an increase in crime.  Specifically, the increased numbers of robberies, drug crimes, and burglaries in our neighborhood was discussed.  Those present were invited to address these and other issues at the next Dupont Circle Public Safety Meeting, to be held on Wednesday, January 23, 2002, 7:30 pm, location to be announced.

-- Persistent Problem Area Work Plan for Improvements on 17th Street, NW:  Clark Ray, Ward 2 Neighborhood Services Coordinator, described a multi-agency plan he developed to address traffic, parking, safety, sanitation, and public works concerns on 17th Street, NW, between T Street and Massachusetts Avenue.  Mr. Ray noted that he had solicited feedback from agencies prior to this time and that some of the tasks had already been accomplished.  The ANC will consider endorsement of the Persistent Problem Area Work Plan at its January ANC meeting, which will allow Commissioners additional time to review the plan.  The Chairperson thanked Mr. Ray on behalf of ANC 2B for his efforts and acknowledged the other DC government employees present.

-- Conceptual Presentation for an Expanded Bed and Breakfast at the Tutorsky Mansion (1720 16th Street, NW):  The new owner of the Tutorsky Mansion shared a conceptual presentation on his plans to develop the mansion into a bed and breakfast and a venue for private events.  He noted that he had submitted a BZA application to provide relief from zoning requirements and allow him to operate an eleven room bed and breakfast (there is a limit of six rooms by right).  It was noted that ANC 2B will formally consider the BZA application for the Tutorsky Mansion at its January meeting.  (2B04)

-- Commission Administrative Matters, Old Business, and New Business:  The following administrative matters were approved by ANC 2B.  (1) The minutes of the November 14, 2001, public meeting were adopted.  (2) ANC 2B voted to send a letter to the National Park Service requesting additional efforts to address camping, aggressive panhandling, and drug sales at a small triangular park immediately north of the Dupont North Metro entrance.
