DUPONT CIRCLE ADVISORY NEIGHBORHOOD COMMISSION MARCH 2004 MEETING SUMMARY

Below is a summary of the actions taken by the Dupont Circle Advisory Neighborhood Commission (Commission or ANC 2B) at the March 10, 2004, Regular Meeting. Please note that this summary does not constitute an official record of the meeting. Contact the Executive Director or appropriate Commissioner for additional information.

PUBLIC ANNOUNCEMENTS

It was announced that Commissioners Vince Micone (2B02) and Irv Morgan (2B07) resigned their seats effective March 10, 2004. Interested parties may pick up petitions at the Board of Elections and Ethics. Commissioner Bowie was elected by the Commission to serve immediately as Chair of the ANC.

It was announced that the Ross School has finalized plans for playground changes. A future special SMD-wide meeting is planned.

It was announced that the Center for Community Change plans to purchase the former Multi-Cultural Center at the intersection of 16th & U Streets, NW and will seek to provide testimony before the Commission at a future meeting.

PUBLIC SAFETY MATTERS

The Third District Citizens Advisory Council will meet on Thursday, March 25, 2003, 7:30 pm, at the Metropolitan Police Department's (MPD) Third District, 1620 V Street, NW.

MPD Captains Dianne Groomes and Frank Hill were presented with citations honoring their work in the Dupont Circle neighborhood and commending them on their recent promotion to the rank of captain.

Representatives of the Youth Services Administration (YSA) provided testimony on the operations of three group homes in the ANC. Commissioners, Capt. Groomes, and the public discussed the nature and severity of problems associated with the homes and residents. The YSA management encouraged residents to contact the homes' managers or the agency management in future to resolve problems as they arise.

GENERAL AGENDA

Representatives of the Capital Pride Festival & Parade, scheduled to provide testimony about this year's event, will present testimony at the April ANC meeting.

Representatives of the DC Department of Transportation, scheduled to provide an update on area transportation projects, was not in attendance and is expected to provide an update at the April ANC meeting.

John Trypus, representing the DC Water & Sewer Authority, provided testimony on the inverted siphon inspection process, in connection with DC WASA's ongoing efforts to address recent flooding in the Dupont Circle neighborhood. He reported that tests have shown that some sewer pipes are up to 80% filled with debris and that contracts are now being executed for pipe repair. DC WASA anticipates that this process will be completed within three months.

Representatives of the former Congressional Quarterly building at 1422 22nd Street, NW, announced their intention to provide testimony to the Commission in support of a BZA application for a variance in recreational space allotment (2B06).

ANC 2B took no action on the proposed regulations to implement the Urban Forestry Preservation Act of 2002.

REGULATORY AGENDA

The Commission voted to support the International Campaign for Tibet's BZA application at 1825 Jefferson Place, NW (2B02).

The Commission voted to support a Public Space application by the Lenken LLP for a security card reader at 1818 N Street, NW (2B02).

The Commission offered no objection to a Public Space application by the University of California for planter boxes at 1608 Rhode Island Avenue, NW (2B05).

The Commission voted to support the Historic Preservation Administration staff recommendation on changes to concept plans at 1630C Nineteenth Street, NW (HPA application #04-157) and further requested that the Historic Preservation Review Board render a final decision on the project (2B02).

ANC 2B voted to renegotiate the terms of its voluntary agreement with the Ascot Restaurant, located at 1050 Seventeenth Street, NW, to allow hours of operation and ABC service on Sundays (2B05).

ANC 2B voted to support transfer of a liquor store license from safekeeping to Universal Liquors, located at 2018 Florida Avenue, NW (2B01).

ANC 2B voted to support a stipulated ABC license by Tan, Inc., T/A Straits of Malaya, located at 1836 Eighteenth Street, NW (2B08).

ANC 2B voted to support a stipulated ABC license by Heritage India, located at 1337 Connecticut Avenue, NW (2B07).

ADMINISTRATIVE MATTERS

The Commission considered a resolution regarding Immigrant Voting Rights in local elections and voted to support the resolution.

The Commission adopted minutes from its February meeting.

APRIL MEETING

Advisory Neighborhood Commission 2B normally meets the second Wednesday of each month. There is an open forum at each meeting for discussion of issues not on the regular agenda.
