DUPONT CIRCLE ADVISORY NEIGHBORHOOD COMMISSION
DECEMBER MEETING SUMMARY

Below is a summary of the actions taken by the Dupont Circle Advisory Neighborhood Commission (Commission or ANC 2B) at the December 10, 2003, Regular Meeting.  Please note that this summary does not constitute an official record of the meetings. Contact the Executive Director or appropriate Commissioner for additional information.


PUBLIC ANNOUNCEMENTS

-- It was announced that ANC 2B has contacted the Office of the Chief Financial Officer regarding an appeal of a decision by the DC Auditor to reduce ANC 2B's allocation for FY 2003 based on technical matters from a prior audit.

PUBLIC SAFETY ISSUES

-- The following public safety meetings were announced:  

Dupont Circle Public Safety Committee on Tuesday, December 16, 2003, at 7:00 pm at the Third District, 1620 V Street, NW

Third District Citizens Advisory Council on Wednesday, December 17, 2003, 7:30 pm, at MPD's Third District, 1620 V Street, NW

PSA 309 Meeting on Thursday, December 18, 2003, at 7:30 pm at the Jewish Community Center, 16th & Q Streets, NW

-- ANC 2B adopted a resolution in support of the MPD Third District Street Crimes Unit, under the leadership of Lt. Diane Groomes, and the positive impact it has had on our neighborhood.

-- ANC 2B adopted a resolution outlining public safety concerns regarding the oversight of three Youth Service Administration contract facilities located in the Dupont Circle neighborhood.

-- ANC 2B adopted a resolution in support of U.S. Park Police Chief Teresa Chambers, whose recent statements regarding staffing needs has adversely impacted her leadership of the U.S. Park Police in the District of Columbia.

GENERAL ISSUES

-- Lars Etzkorn, Chairperson of the Department of Transportation's (DDOT) Public Space Committee, testified before the Commission regarding the Committee's enforcement audit of public space permits in ANC 2B.  He noted that the investigation revealed few violations. He noted that the public space permitting process had not always been clear and concise, but that DDOT is considering various proposals which will ameliorate the process. On the subject of the draft Mayor's Order submitted by ANC 2B regarding the composition of the Committee, he advised that DDOT will present policy options which address this issue in the near future.

-- ANC 2B voted to request that the Public Space Committee reconsider the hours of the Soho Sidewalk Café Permit.  This establishment, located at 22nd and P Streets, NW, currently has hours of service through 4 a.m.  These hours are inconsistent with other P Street Sidewalk Café Permits and prior late-night use has generated noise complaints from residents who live in the apartment building above the location.

REGULATORY ISSUES

-- The Commission took no action on an ABC Renewal Application for Dupont Market, 1807 - 18th Street, NW. (2B01)

-- ANC 2B heard testimony from the owner of La Frontera Cantina on its ABC application for alcohol service in its sidewalk café. The establishment is located in the East Dupont Moratorium Zone and may be subject to certain restrictions. The Commission voted to protest the application on the proviso that the establishment show proof of a license for alcohol service granted prior to the designation of the moratorium zone.  The Commission also authorized the negotiation of a voluntary agreement to address the proposed hours of operation.  (2B04)

-- The Commission heard testimony from residents concerning potential violations by the Brookings Institution of the order granting the Brookings Institution Planned Unit Development.  At issue is a newly-erected sign advertising the availability of corporate rentals at an address on P Street, NW, a use which may be incompatible with the Zoning Order on this matter. Commissioner Morgan will work with concerned neighbors to request a review by the Office of Zoning.  (2B07)

-- ANC 2B heard testimony from the DC Preservation League (DCPL) on the proposed extension of the Sixteenth Street Historic District to include green space and building facades along Sixteenth Street between Scott Circle and the White House. The Commission voted to support DCPL's efforts to bring this issue before the Historic Preservation Review Board for action.  (2B05)

ADMINISTRATIVE ISSUES & COMMISSIONER REPORTS

-- ANC 2B approved the minutes of the November 12, 2003, meeting and heard an update on the Treasurer's efforts to comply with certain procedural recommendations of the DC Auditor.

-- The Commission authorized the Chairperson to renegotiate terms of the Executive Director's employment contract enabling him to take advantage of some city-sponsored benefits programs without changing his total compensation.

-- The Commission heard an update on the Alcoholic Beverage Regulation Administration's investigation of recent shootings in the vicinity of The Meeting Place, the Reeves Municipal Center, and of a reported sexual assault near The Black Cat.

-- It was announced that a protest hearing on Kozy Korner's ABC application is scheduled for March 3, 2004.

-- The Commission voted unanimously to support a feasibility study for a bus stop on 19th Street, NW, where the Georgetown connector bus stops for passengers, in an effort to relieve traffic congestion.  (2B06)

Advisory Neighborhood Commission 2B normally meets the second Wednesday of each month. There is an open forum at each meeting for discussion of issues not on the regular agenda.
