DUPONT CIRCLE ADVISORY NEIGHBORHOOD COMMISSION (ANC 2B) -- JULY MEETING SUMMARY

Below is a summary of the actions taken by the Dupont Circle Advisory Neighborhood Commission (Commission or ANC 2B) at the July 9, 2003 Regular Meeting.  Please note that this summary does not constitute an official record of the meeting.  Contact the Executive Director or appropriate Commissioner for additional information.

Public Safety Issues

-- ANC 2B was informed that the proposed Police Service Area (PSA) boundaries had been revised.  An updated version was requested for discussion at the August Commission meeting.  The new Third District Commander, Larry McCoy, was also invited to the August meeting.

-- MPD and U.S. Park Police leaders addressed community questions regarding crime and public safety.  Residents were urged to report all crimes, as the rate of reported crimes is a factor in considering the number of officers deployed in a PSA.

-- It was announced that the Dupont Circle Public Safety Committee would meet on Tuesday, July 15, 2003, 7 pm, at the Third District Headquarters (17th & V Streets, NW) and that PSA 309 (East Dupont/Logan Circle neighborhoods) would meeting on Thursday, July 17, 2003, 7:30 pm at the DC Jewish Community Center (16th and Q Streets, NW).

General Items

-- Desi Deschain introduced himself as the Mayor’s Community Outreach Coordinator for Ward 2.  Mr. Deschain may be reached at (202) 442-8150.

-- ANC 2B considered a proposal by the Department of Transportation for bicycle lanes on R Street, NW, between Florida Avenue, NE, and Connecticut Avenue, NW.  It was announced that the westbound bicycle lane would not effect parking or traffic-flow.  There was no opposition to the proposal and no action was taken.  (2B01, 2B02, 2B03, & 2B04)

ABC Issues

-- ANC 2B voted to protest an ABC Substantial Change application by Kozy Korner, 1253 20th St., NW, to expand hours of operation from 7 am to 10 pm, daily, to be open continuously from 7 am Fridays to 10 pm Sundays.   The owner’s representative was not able to answer specific operational questions, but did indicate the purpose was attract after-hours restaurant customers.  Residents cited concerns related the impact of the after-hours operations at the location, which is across the street from a condominium and hotel.  (2B06)

-- It was announced that Visions had requested that ANC 2B consider changes to its voluntary agreement.  This item was assigned to the Single Member District Commissioner for scheduling at a future meeting.  (2B01)

Public Space Issues

-- An update was provided on negotiations related to application for a unenclosed sidewalk café for Starbucks at 1600 U Street, NW.  It was announced that the building owner was working cooperatively with the adjoining property owner to address trash disposal options, a major factor in ANC 2B’s protest of this application.  (2B08)

-- ANC 2B approved a resolution requesting that the Department of Transportation’s Public Space Office conduct a survey of the sidewalk cafés and other public space uses in the Dupont Circle area, begin enforcement action when appropriate, and report back to the Commission on its findings.
