February 7, 2001 - Special and Regular Meetings

Below is a summary of the actions taken by the Dupont Circle Advisory Neighborhood Commission (ANC 2B) at the February 7, 2001, Special Meeting and February 14, 2001, Regular Meeting. February 7, 2001 - Special Meeting

-- Jury's Lighting: The Manager of Jury's Hotel addressed concerns about the recently added flood lighting of Dupont Circle from the rooftop of Jury's Hotel. Commissioner Irv Morgan was appointed the ANC 2B's point-of-contact on this matter and assigned the task of developing a process to solicit public feedback on this matter. (2B07)

-- ANC 2B Budget and Financial Management Guidelines: The ANC 2B Budget for 2001 was discussed and adopted. The budget is based upon $29,650 in available funds, $14,625 in budgeted expenses, and an unbudgeted reserve of $15,025. ANC 2B also adopted financial management guidelines and voted to participate in the ANC Security Fund. (Chair/Treasurer)

-- Gateway House Presentation: Staff from Gateway House, a youth group home located at 1728 P St., NW, presented background information about their programs and addressed community questions. (2B07)

-- New ABC CN License for Acropolis (1337 CT Ave., NW) - ANC 2B voted to support this application for a new CN license subject to a voluntary agreement addressing noise and egress concerns. (2B07)

-- New ABC CR License for Cafe Toka (1140 19th St., NW) - ANC 2B voted to support this application for a new CR license. (2B07)

February 14, 2001 - Regular Meeting

-- Public Safety Issues: Lt. Groomes reported the arrest of the "Vampire Vandals," who were responsible for neighborhood graffiti (the alleged perpetrators videotaped themselves in the act). Captain Jacobs and Officer Crandall discussed the shooting of a District resident at the intersection of CT Ave. and S St. and the apprehension of a suspect. Lt. Groomes reported an increase of robberies in the Third District, particularly in the 1700 blocks of P, Q, & Church Sts. between 6:00-9:00 p.m. and urged residents to be "street safe."

-- Neighborhood Services: The Ward 2 Neighborhood Services Coordinator, Clark Ray, described this program to address neighborhood issues which require action by more than one DC agency. Residents are encouraged to contact Mr. Ray's office on 727-8950 with concerns.

-- Dupont Circle Farmers Market: ANC 2B voted to support the Dupont Circle Farmers Market, held on 20th St., NW, between MA Ave. and Q St. The market dates for 2001 will be April 1st to December 23rd. The ANC and those present acknowledged Bernadine Prince and the American Farmland Trust with resounding applause! (2B02)

-- Update on P Street Bridge Construction: Said Cherifi, of the DC Division of Transportation (DOT), provided an update on the issues related to construction of the P Street Bridge. Mr. Cherifi noted that 2-way traffic would not be possible on the bridge during construction due to the deteriorated state of the bridge supports. Traffic will flow eastbound on the bridge during construction due to significantly higher eastbound traffic patterns. He noted, however, that DOT would offer incentives to the contractor to complete the project in 10 months instead of the originally planned 15-18 months. ANC 2B voted to endorse this plan with a request for better synchronization of traffic lights near the P St. bridge and assignment of Traffic Control Assistants during peak traffic hours. (2B06)

-- ANC 2B Goals: ANC 2B voted to adopt goals for 2001. These goals will serve as the basis for commission activities. (Chair)

-- BZA Variance Request for 1610 15th St., NW: ANC 2B voted to support a request for variance relief to allow the enlargement of a rear yard and allow limited enlargement of a single family dwelling. (2B04)

-- Traffic Concerns on Twinning Court: ANC 2B voted to request that the Department of Public Works (DPW) conduct a traffic study on Twinning Court, an alley located between 21st, 22nd, P, & O Sts. Residents have reported fast and unsafe driving in this alley. (2B06)

-- Closure of a Public Alley between 16th, 15th, R & S Sts.: ANC 2B voted to support the closure of a public alley. This alley is not used for public access and abuts property owned on either side by the Scottish Rite Temple. This action will be before DC Council on February 22nd. The legislation requires that the community gardens located on property accessed by this alley remain open to the public for five years from adoption of the legislation. (2B04)

-- ABC License Renewals: ANC 2B considered renewal of 29 ABC licenses. No protests of licenses were recorded. ANC 2B voted to support continuance of the following licenses subject to voluntary agreements: Royal Palace (2B01); Mr. P's & The Fireplace (2B02); and Lucky Bar, The Garage, & the 18th Street Lounge (2B07). ANC 2B voted to support reissuance of the following license: JR's Bar & Grill (2B07). Please contact the appropriate Commissioner for specific information on the nature of the voluntary agreement.

-- Proposed PUD Modification at 1614 RI Ave., NW: The Human Rights Campaign (HRC) provided a preliminary presentation on their proposed modification to the Planned Unit Development (PUD) at 1614 RI Ave. HRC will applying to the DC Zoning Commission to adjust the PUD for the construction of a headquarters building. The proposed adjustment would maintain a high percentage of residential use at this location. No action was taken by the ANC on this matter. It will be considered when the formal application is transmitted. (2B05)

-- "Zebra" Striping at 16th & Corcoran and 16th & Riggs: ANC 2B was notified by a resident that the "zebra" striped crosswalks had not been replaced with the completion of resurfacing. The Chair appointed Commissioners Jolliffe and Hopp to follow-up with DPW. (2B03/2B04)

-- Potential Waiver of Public Safety Costs Incurred by DC as a Result of the NBA All-Star Game: ANC 2B voted to oppose the requested waiver of public safety charges for the NBA All-Star Game. ANC 2B will be forwarding its opinion on this matter to Mayor Williams.
